But GEO-rotation is another matter entirely as it occurs with such IN-frequency, one generation or two of talking heads (or loud typewriters during the NEWSPRINT heyday) simply isn't equipped to either recognize it - or deal with it, once it IS recognized.
Add to that the fact Sovereign Governments who find themselves on the LOSING side do what they can to supress the very dialog they themselves need to mitigate the negative effects rather than admit change has or IS overtaking them (for fear of losing power) AND the Sovereign Governments on the winning side often succumb to Global Corporate Corruptionism or remain too provencial to properly embrace the benefits they themselves might otherwise claim credit for (albeit often through serendipity rather than intentional successful planning and implementation) - thus, we see at least a partial explanation of the mess we find ourselves in..
So it seems to be now with post-second-world countries in the ascendency and post first-world countries seemingly unable (more likely un-WILLING) to admit their position(s) even as a prerequisit to finding, then taking, the required steps to maintain relevency and/or even avoid slippage.
I'm leaving that thought floating in mid-air intentionally. Hoping (I suppose) you will fill in the blanks yourself while listening to the below commentary which set me on the tangent you've just endured while wondering "what the Hell is he talking about THIS time....?".
