Just guessin' here, but seems to me the Right (GOP) intends stringing the shutdown along until about the 17th when the Debt Ceiling exacerbates the situation yielding them maximum possible leverage in forcing a roll-back of O'Bama Care.
I dunno whether I like the act or not - haven't studied it in depth but I REMEMBER when the UK adopted Universal Coverage and it was a MF (Global) mess. Later on, Canada followed suit and IT was almost as ferklempt (not to mention fershlugginer to the MAX).
Both seem to have worked their way into their respective societies by now so it appears only the most rabid DOGMATISTS (UK & Kanuk) still carry chips on their shoulders about it.
There's one other (minor) matter - back when we still had inkwells in school desks, the Illinois School System got the bright idea to spend Junior Social Studies year studying the U.S. Constitution.
End of 2nd semester, we all had to take a 4-hour (as I recall) pass or fail test on the subject and those who failed were forced to repeat the year's course as Seniors. This meant it was entirely possible such remedial Seniors might not have the required credits to graduate with their classmates even on the chance the second attempt would be met with success (depending on the numbers associated with the credit scores of each other elective).
I still retain a few residual nuggets of that experience tho' I'm by no means a Constitutional Scholar (or any other kind come to think of it).

The ACT passed both Houses of Congress, was duly signed by a sitting President and (unless I've been deliberately mislead by some Evil Devil-Worshipping DEMOCRAT) even survived a Supreme Court challenge.
Does not that de facto make it the Law of the Land - with all such hi-falutin' verbal terpsichory implies?
Get over it damned cry-babies - let it begin to stage in, and when the plumbing leaks like the sieve it was early on in UK and Kanuk-land, circulate a petition seeking its REPEAL. - so we can all get on with trying to keep this Tippicanoe (and Tyler, too) afloat.
