Investors brace for potential PR default (read: "Puerto-Rico" not "public relations".
BTW - lest you think Puerto Rico isn't important in the Muni scheme
of things.. Be aware, it's one of only a few entities which offered
double-tax-exempt "RANS-BANS & TANS" (revenue anticipation
notes, bond anticipation notes, tax anticipation notes) along with
more traditional longer-term funding instruments.
Thus, PR was literally sitting on top o the heap - able to attract capital
from most anywhere in the USA by offering reliable income streams
refreshingly free of any nagging tax obligation to dampen the fun.
As far as my use of the term "reliable income streams" -- also true --
For decades on decades, the issuing Territory (or State, or County,
or City) was/were considered only one step short of "bullet-proof" on P/I
repayments based on their TAXING AUTHORITY.
If they ever found themselves upside down, they could always tap
the resource of last resort by simply raising taxes.on their unsuspecting
populace just like the Sherriff of Nottingham in "Robin Hood"...
Well - nothing lasts forever ..
